ITANAGAR, 08.02.2024:In a significant stride towards regional development, Arunachal Pradesh witnessed the passage of a historic bill on October 8, during the ‘Vote-on-Account’ session for the Financial Year 2024-25. The state, known for its breathtaking landscapes and diverse communities, is set to undergo transformative change with the creation of two new districts – Keyi Panyor and Bichom.
Addressing the Legislative Assembly, the Governor underscored the remarkable progress the state has achieved over the past eight years and emphasized the commitment to sustaining this momentum during the interim period. The announcement has sparked a wave of optimism among citizens, heralding a new era of development and administrative focus.
Joined by key officials including Principal Secretary Finance, Shri Sarath Chauhan, Commissioner (Finance) Smt Y W Ringu, and Secretary Planning & Investment, Shri R K Sharma, the Governor revealed the administrative details of the newly formed districts.
Keyi Panyor District: A New Beginning in Lower Subansiri
The Keyi Panyor district will be carved out from Lower Subansiri, with its headquarters situated in Yachuli (Ter Gapin-Sam Sath area). This strategic move aims to decentralize administration and ensure more localized governance. The creation of Keyi Panyor district brings the total number of districts in Arunachal Pradesh to 28.
To support the administrative infrastructure of Keyi Panyor, a total of 67 new posts have been sanctioned, encompassing Group A, Group B non-gazetted, Group C, MTS, and ALC posts. This demonstrates a commitment to ensuring the effective functioning of the newly established district.
Bichom District: Nurturing Growth in East and West Kameng
Bichom district, the second addition, will be carved out from parts of Nafra, West Kameng, and Lada/Baba, East Kameng. The district headquarters will be located in Napangphung. The creation of Bichom district not only expands administrative reach but also addresses the unique needs and aspirations of the local communities.
The cabinet has approved various initiatives for Bichom, including funding for the Eklavya Model Residential School in Bana. Additionally, measures such as the issuance of Land Possession Certificates (LPCs) for land and farms owned by Nyishi individuals in the Aka area have been greenlit, further empowering local residents. Moreover, the survey and preparation of a Detailed Project Report (DPR) for the construction of a road from NH-13 to Richukrong circle headquarters aim to enhance connectivity and foster economic growth in the region.
The creation of these two districts reflects the government’s proactive approach to address regional disparities, promote local development, and strengthen the administrative machinery. As Arunachal Pradesh embraces this transformative change, the citizens are optimistic about a future marked by inclusive growth and sustained progress.
